Phineas and Ferb is rightfully recognized for its litany of iconic songs and its sense of humor. When the show wasn’t focused on what Phineas and Ferb were doing on a specific summer day, it followed the adventures of Perry the Platypus as he fought the forces of evil across Danville.

Perry thwarts many villains, especially when it came to his main nemesis, Dr. Doofenshmirtz. Other Phineas and Ferb antagonists, like Candace, were only villains because their goals directly conflicted with the series’ protagonists. No matter the goal of Phineas and Ferb’s villains, they all exemplified impeccable comedic timing as they marked their place as highlights in the show’s history.
10 Candace
Candace clearly adores her brothers, Phineas and Ferb, but she loves the idea of exposing their inventions to their mom just as much. With her continual chase to “bust” her brothers, Candace sets herself up a pivotal obstacle for the protagonists to overcome each episode.
While Candace doesn’t set out to be evil, her goal to get Phineas and Ferb in trouble with their mom makes the audience cheer against her most times. No matter how entertaining Candace is with her chaotic plans to bust her brothers and her catchy songs, Candace will always be an antagonist at some level.
9 Norm
Dr. Doofenshmirtz may need a romantic partner, but Norm has him covered when it comes to a villainous sidekick. Dr. Doofenshmirtz created this large humanoid robot to defeat his nemesis Perry the Platypus, and Norm has wanted to do his evil best ever since.
Although Norm occasionally works for O.W.C.A. or assists Perry when it also benefits Dr. Doofenshmirtz, he always returns to his creator. Norm is oblivious to much of the nuance of social interactions, which often makes him the center of highly comedic moments. Norm’s dynamic with Dr. Doofenshmirtz establishes him as a perfect comedic partner and evil sidekick.
8 Whiplash, Red Skull, Venom, And M.O.D.O.K.
In the crossover event, Phineas and Ferb: Mission Marvel, it’s up to Phineas and Ferb to return the Avengers’ powers after Dr. Doofenshmirtz’s Power-Draininator strikes them in the middle of a fight against Whiplash, Red Skull, M.O.D.O.K. and Venom.

Marvel’s villains seamlessly integrated iconic Phineas and Ferb bits into their scheme, especially when interacting with Danville’s greatest threat, Dr. Doofenshmirtz. This crossover stayed true to these villains’ characters while bringing out their best comedic abilities. This villain group led by Red Skull proves they are the best villains, no matter what universe they’re in.
7 Giant Floating Baby Head
In a series where the supporting cast can always steal the show, Giant Floating Baby Head is no exception to that rule. Giant Floating Baby Head isn't explicitly evil, but given their first appearance, they are a minor antagonist deserving of great acclaim.
Giant Floating Baby Head was originally shown in the haunted house Phineas built to scare Isabella’s hiccups away. Without a known origin, Giant Floating Baby Head remains ominous, as it’s unclear when they will appear next. From a minor antagonist to one of the greatest running gags in Phineas and Ferb, Giant Floating Baby Head is an iconic figure in the series.
6 L.O.V.E.M.U.F.F.I.N.
The League Of Villainous Evildoers Maniacally United For Frightening Investments In Naughtiness, or L.O.V.E.M.U.F.F.I.N., puts all the greatest evil minds into contact with each other. This organization represents the other extreme to Phineas and Ferb’s fun inventions as the series inspires its viewers to learn.
Although L.O.V.E.M.U.F.F.I.N.’s acronym may have been unintentional when Dr. Doofenshmirtz created the group, it perfectly encapsulates the hilarious group of villains who dress like pharmacists. Each L.O.V.E.M.U.F.F.I.N. member loves fun as much as evil inventions, especially regarding the organization’s Pageant of Evil. L.O.V.E.M.U.F.F.I.N. heightens the comedy and evil possible in Phineas and Ferb when these individually fascinating villains connect.
5 Evil Carl
In one of the more heartbreaking turns during the “Where’s Perry” special, Dr. Doofenshmirtz’s Ultimate Evil-Inator accidentally strikes the bright and cheery O.W.C.A. intern Carl. Evil Carl raised the stakes of the “Where’s Perry” special.

Evil Carl turned on Major Monogram, trapping him with Dr. Doofenshmirtz while planning to take over the Tri-State Area. Given Evil Carl's competence as a villain compared to others in Danville, he was a formidable and memorable opponent. He also forced Dr. Doofenshmirtz and Major Monogram to bond over this situation.
4 Balloony
Balloony, the balloon which was a close friend to Doofenshmirtz when he was a child, left Doofenshmirtz heartbroken as he drifted away into space during his lawn gnome duty one night. After creating an inator to find Balloony, Dr. Doofenshmirtz reunited with him only to discover that the balloon now went by “Colin” and was friends with the very evil Mitch.
Balloony causes more emotional hurt to Doofenshmirtz after revealing he wanted to stay with Mitch. Taking his villainy even further, Balloony amassed weapons and a robotic suit as he fought O.W.C.A. agents and Dr. Doofenshmirtz. Balloony’s friend-turned-antagonist arc with Dr. Doofenshmirtz was tough to watch despite Perry reuniting the two in the end.
3 Suzy
Jeremy’s little sister, Suzy, is a significant nemesis of Candace. Suzy’s main goal is to be the only girl in Jeremy’s life, so she'll stop at nothing to keep Candace away from him. Suzy proves to be so devious and terrifying that even Danville’s most recognized bully, Buford, fears her.

Although Suzy is capable of great evil, she's also single-handedly responsible for bringing about one of the greatest songs of the series, “S.I.M.P. (Squirrels In My Pants).” Suzy made a lasting impact on the audience’s memories with that song, more infrequent appearances throughout the series. In the end, Suzy didn’t need more screen time to become one of the most feared Phineas and Ferb figures.
2 Mitch
“The Chronicles of Meap” introduces Mitch, or “Big Mitch.” Mitch travels the galaxy, searching for alien species to capture and hold in his ship. Believing Balloony to be a unique alien species, Mitch takes him for his own before renaming him “Colin,” keeping him from returning to Dr. Doofenshmirtz.
After he breaks out of the “time out” Meap gives him, Mitch returns in “Meapless in Seattle” to drain others’ cuteness and take it for himself. The list of Mitch’s acts against the good of the galaxy doesn’t end there. Throughout Phineas and Ferb, Mitch continuously attempts to evade Meap and keep Colin for himself.
1 Dr. Doofenshmirtz
Dr. Doofenshmirtz has the integral aspects of a good villain down to a science. His tragic backstory, villain monologues that reveal too much of his plan to Perry, and every inator Dr. Doofenshmirtz invents reinforce his place as Phineas and Ferb's strongest villain.
As much as he follows a villain formula, Dr. Doofenshmirtz stays uniquely himself. He's even willing to help Perry preserve their nemesis dynamic if something threatens it. Dr. Doofenshmirtz further reinforces his niche villainy since his evil actions are consistently inspired by mundane and petty annoyances or his desire to do something sweet for his daughter, Vanessa.
