City Atty. William M. Phillips said Wednesday that if a majority of the voters approve two proposed changes, the City Council will ask the 1977 General Assembly to amend the city's charter.

The council, a majority of whose members aren't enamored of the changes being pushed by a citizens' group, voted, 5 to 2, at a Tuesday night meeting to put the following questions on the November general election ballot: Should the seven-member Emmy No Threat To Land Yet MIAMI (AP) Hurricane Emmy, meandering through the Atlantic Ocean on a course that is allowing it to gain strength from warm southern waters, presents no immediate threat to land, forecasters said Wednesday. Swedish Writer Succumbs at 76 STOCKHOLM (AP) Eyvind Johnson, the Swedish writer whose tales of lumberjacking in his harsh youth helped make him cowinner of the 1974 Nobel Prize for literature, died Wednesday.

He was 76. The Royal Swedish Academy, which awards the prize, announced Johnson's death. He was a 1 member of the academy, as is Harry Martinson, with whom Johnson shared the 1974 award. The academy was criticized at the time for awarding the prize to twoof its members. The awards gave Sweden six literature winners, as many as the United States has had since the prize was first awarded in 1901.

City Locations For Registration Are Reported Richmond residents who wish to register to vote in the November general election may register at a number of locations between now and Oct. 2, the cutoff date for registration. The sponsors and locations include the National Organization for Women, Center at 12th and Main streets, from 11 a.m. to 2 p.m. today; the Richmond Education Association, the Mosque, from 9 to 10 a.m.

weekdays. Will Vote ent Form City Council be elected through a seven-ward system instead of the present system, in which four members are elected from single wards and three are elected at large? Should the post of city manager be abolished and replaced by a full-time mayor who would be elected at large. Presently, Lynchburg's mayor is one of the seven members of council. The city also has a city manager who is appointed by the council as the city's chief administrative officer. The more controversial of the proposals is abolition of the city manager's post and making the mayor's job a full-time administrative post.
